The settlement was located at the base of Mt. Vesuvius. They didn't even realize that it was a volcano! Volcano was not even a Latin word at that time. The volcano was dormant for over 1,800 years.

Pompeii Primary Source: Beneath a collapsed roof were a skeleton’s up stretched arms, someone -- possibly the very man whose bones were displayed -- scratched a line of graffiti into a frescoed wall: “Nothing in the world can last forever.”
As you can see, Pompeii was an extremely tragic experience. The citizens were trapped in a flow of volcanic ash and a Pyroclasitc surge. This caught the people of Pompeii in their exact movements, where they would be paralyzed for the rest of eternity.
